Liberia’s Ministry of Internal Affairs Leads Peer-Learning Study Tour to Rwanda and Kenya to Strengthen ICT-Enabled County Service Centers

The Ministry of Internal Affairs (MIA) of Liberia, with support from the World Bank's GREAT Project, is conducting a peer-learning study tour to Kigali, Rwanda and Nairobi, Kenya from September 9–19, 2025. The tour aims to enhance the capacity of Liberia’s County Service Centers (CSCs) by learning from successful, ICT-enabled public service delivery models in both countries.

Objectives of the Tour:

  • Learn institutional and ICT-driven models for managing integrated service centers.
  • Explore digital workflows, inter-agency integration, and citizen feedback systems.
  • Study policy and coordination mechanisms for transparent and accountable governance.
  • Identify best practices in staffing, performance management, and citizen engagement.
  • Draw lessons to strengthen Liberia’s decentralization and governance reforms.
  • Build peer-learning and collaboration networks with counterparts in Kenya and Rwanda.

Delegation Composition:

The delegation includes 10 officials from four government institutions:

  • Ministry of Internal Affairs (MIA) – Lead agency
  • Ministry of Finance and Development Planning (MFDP)
  • National Identification Registry (NIR)
  • Liberia Revenue Authority (LRA)

Expected Outcomes:

  • A practical framework to improve CSCs in Liberia.
  • Strengthened institutional and leadership capacity for CSCs.
  • Enhanced ICT systems, citizen engagement tools, and feedback mechanisms.
  • Improved change management and service delivery sustainability.
  • Continued collaboration with service providers in Kenya and Rwanda.
  • Integration of lessons into Liberia’s County Development Agenda and ARREST Agenda for Inclusive Development (AAID).
  • The delegation is scheduled to return to Liberia on September 20, 2025, after the 10-day learning mission.
