Deputy Minister for Research & Development Planning

Honorable Edward K. Mulbah serves as the Deputy Minister for Research and Development Planning at the Ministry of Internal Affairs of the Republic of Liberia. Before assuming this portfolio, he served as the National Executive Director of the Liberia Peacebuilding Office, also situated within the Ministry of Internal Affairs. In that capacity, he led the coordination and development of the Liberia Peacebuilding Plan, crafted in response to United Nations Security Council Resolution (UNSCR) 2333 (2016).

Across his peacebuilding leadership roles, Hon. Mulbah provided strategic policy advice to the Government of Liberia on sustaining peace, advancing reconciliation, and strengthening national cohesion. He oversaw program management, supervision, and inter-agency coordination, ensuring alignment between national priorities and international peacebuilding frameworks. For nearly a decade, he served as Senior Advisor to the Government on peacebuilding and reconciliation, guiding national efforts during critical phases of Liberia’s post-war recovery.

Before his tenure in peacebuilding, Hon. Mulbah served for more than twenty years as Director of Planning, Research, and Policy at the Ministry of Transport. His expertise also extends beyond Liberia; he served as Peacebuilding Advisor to the Government of South Sudan under a United Nations Development Programme (UNDP) consultancy, contributing to stabilization and governance initiatives in another conflict-affected context.

Hon. Mulbah is widely recognized as an expert in peacebuilding, social development, and decentralization. His work spans government, civil society, and the United Nations system, reflecting a deep commitment to post-conflict recovery and inclusive governance. He has conducted and supported numerous social and conflict assessments for various development partners, demonstrating strong analytical skills and a nuanced understanding of Liberia’s post-war development landscape.

With over two decades of professional experience, Hon. Mulbah brings a rich blend of technical expertise, policy insight, and practical field experience to national development and peacebuilding processes.

He holds a Bachelor of Science degree in Agronomy and a Master of Science degree in Regional Science. He is also a candidate for a Master of Arts degree in International Relations at the University of Liberia. Additionally, he has earned several postgraduate diplomas and certificates in peacebuilding, development studies, and governance.
