Deputy Minister for Administration

Honorable Samuel F. Brown is an accomplished public administrator, educator, humanitarian worker, and Christian leader with more than three decades of service to Liberia. He currently serves as the Deputy Minister for Administration at the Ministry of Internal Affairs, where he provides strategic leadership for institutional management, administrative coordination, human resource oversight, and the effective functioning of the Ministry’s nationwide operations. His role includes strengthening governance systems, ensuring administrative efficiency, and supporting the Minister in executing the Ministry’s mandate across all counties.

Before his appointment as Deputy Minister, Mr. Brown served as Superintendent of Bomi County from 2010 to 2024. During his tenure, he provided overall governance leadership for the county, managed day‑to‑day administrative affairs, coordinated with line ministries and agencies, and implemented national policies at the local level. He also prepared annual county reports and guided development priorities that advanced the well‑being of the people of Bomi.

Mr. Brown’s professional foundation is deeply rooted in humanitarian service. From 2007 to 2010, he served as Field Officer for the Bomi Chapter of the Liberia National Red Cross Society (LNRCS), where he represented the Secretary General, developed project proposals, supervised community programs, monitored field activities, and mobilized local structures for disaster response and relief operations. His earlier involvement with the Red Cross includes service as Branch Secretary and later as Patron, demonstrating a long-standing commitment to community resilience and volunteerism.

A significant portion of Mr. Brown’s career has also been dedicated to education. He served as Vice Principal for Instruction at Mother Tegeste Stewart Apostolic Pentecostal Mission School in Brewerville (2002–2007), where he supervised instruction, evaluated lesson plans, and organized teacher‑training workshops. Prior to that, he held dual roles as Vice Principal and Secretary at St. Dominic Catholic Mission School in Tubmanburg, contributing to academic planning, communication management, and administrative coordination. His early teaching career includes service as a Mathematics Instructor and Secretary at the World‑Wide Mission School in Monrovia.

Mr. Brown also brings extensive experience from the humanitarian and development sector through his work with the Concerned Christian Community (CCC) between 1994 and 1998. He served in multiple capacities—including Administrative Secretary, Radio Operator, Food‑for‑Work Supervisor, Regional Coordinator for the Southwestern Region, and Director/Principal of the Christian Community Preparatory School. His responsibilities spanned project management, disaster assessment, volunteer recruitment, budgeting, communication, and school leadership.

In addition to his public and humanitarian service, Mr. Brown has been an ordained minister of the Gospel since 2001, serving with the Lighthouse Community Church under Lighthouse Global Ministries/Missions, Inc. His pastoral duties include preaching, conducting revivals and crusades, and performing sacred rites such as weddings, funerals, and communion services.

Mr. Brown’s academic background reflects a lifelong commitment to learning and professional growth. He holds a Bachelor of Science degree in Economics with a minor in Management from the University of Liberia, as well as an Honorary Doctorate Degree in Humanity. His earlier studies include a “B” Certificate in Junior High Education, a diploma from C.H. Dewey Central High School, and a Secretarial Science qualification from A.G. Walker Secretarial School. He has also earned numerous certificates in disaster response, election monitoring, relief operations, and computer education.

A native of Gbuya, Bomi County, Mr. Brown is a devoted family man, married with seven children. His personal interests include reading, writing, walking, riding, and playing volleyball. Such activities reflects his energetic and community‑oriented spirit.
